In ubud I was happy to see lots of dogs in really good condition, with shiny coat & collars - obviously part of someone's family. travels in thailand where the dogs were in so much worse condition). I had my almost 4yo daughter with me and reminded her constantly not to touch the dogs.
We can't compare the way westerners keep dogs to the way they are kept in third world destinations. But the way I see it is if the dogs are getting enough to eat (however they find it) and they are not sick and spreading disease then the situation is not too bad. From what I saw, I was 'mostly' happy with the condition of the dogs in Bali - it was better than I expected (although from what I've read on here I think there was a large cull of the sick animals before I got there??)
Sad as it is, if there are too many street dogs, not enough food and the dogs are sick, starving and spreading disease then euthanasia is the kindest short term solution.
