First you pay for your visa then Que for your VOA stamp.
I have seen groups sent back behind the stop line because there was more than 2 and groups accepted all together?
Usually family groups including children are accepted all together but eager people are sometimes shooed back to stand behind the line.
I guess it all depends on how the immigration person feels at the time.
I am sure you will be fine as long as you are not to boisterous in the que and act as if Bali is an extension of a "P" up in Oz and show some respect as you do when entering other countries.
