Japanes and Russians will spend significantly more per visit than Australians+NZders.
From what i understand the Indo government believes that there is significantly increasing pressure on infrastructure that is costing them more to maintain and expand than they will be recouping in various taxes and they would like to slightly decrease overall tourist numbers (to reduce pressure on infrastructure) but increase spending per visitor.
But then who knows how the thinking is heading but i have heard several times now that they do want to make the island a little more exclusive.
