You could pre buy the one bottle and put it in your case.
If only one bottle comes up on X ray, they often will not chalk the case, as they believe its one bag = one person = one bottle.
Naturally, you will have your legal limit as carry on as hand luggage (If chalked, you can wipe off with wet wipes).
If you do this, you obviously will not declare it.
Alternately, you can simply declare it, and have an amount of money in your pocket that you are willing to sacrifice to pay the official out when he takes you to the office.
Keep that money seperate, and do not let him see any aditional money.
If the amount is not enough, demand that the bottle be destroyed.
It seems that using porters may help in the evasion process.
