From the owners perspective you need to maximise income to repay and maintain facilities. I have booked and used Spa facilities at hotels that I am not a guest of. ( I dont mean something like MBR which has external access and promo) Pool Bars and Bale type facilities keep the $ ticking over during the day. Most well managed establishements reserve dining tables etc for guests only. I have seen this comes at a cost when no in house guests actually seat up.
Yet if you were an in house guest and couldnt get a table you would not be happy. Guests must still be the priority and their assoc comfort.

I really dont think some of the smaller places are magnets for lets pay and visit. I have generally stayed in smaller places. I would probably be p***ssed off if a group of ring-in yobbos rocked around a 20 room hotel pool making a noise, leaving rubbish, nicking my ciggies I leave on the table outside my room etc. grrrrrr.

In places I have stayed I have always asked the owner if it is permissable to have guests ( non paying of course ) if I have something planned. Most of the time this has happened in places where we have our own pool which is generally for sole use, though I still think its polite to notify.
