on the hirer to insure the vehicle for damage,usually done trough the hire agency,but most policies I have had in Asian holiday destinations only cover you for the fist $300 US of damage to a vehicle.
More reputable companies like Hertz etc you only pay an excess for the damage which is covered by travel insurance.
Lots of people hire from smaller companies (self included)because they are much cheaper, but no insurance!
