Good quality hand tools are very expensive and out of price range of most normal manual workers in Bali.
Have never looked for drills but would think the high end electric hand tools would cost the same if not more than at home because of the quantity sold and ordered?
It may be half a years earnings or more for a worker to buy a half decent De Walt or Hilty drill and the range would be limited with less cordless and keyless chuck types.
Also you would have to change the plug which could change warranty conditions and on site safety issues.
