I also emailed him and have a reply already. It seems that his staff just arrange the voa etc and take you through queues to the baggage collection, he said we wait at luggage collection counter while his staff do this. So not sure if its quicker or just easier so that you don't have to queue yourself ?
I can forward his replies if you like, have left email open.
