require declaration however this amount or similar would raise suspicion for any financial institution and they would then be required by law to report suspicious activity, so you're better off declaring $10K. It's only reported to AUSTRAC and only taken further and investigated by govt agencies if they believe suspicious or criminal activity is taking place. One report of $10K coming in or out of Aus would hardly do that. I imagine they have bigger fish to fry. You could go to AUSTRAC website or google AML (Anti money laundering) laws in Australia and you might get more info.
