I think they probably just need some really good training, or a refresher course in customer relations and they'll be fine. If they had that then the tv wouldn't be a problem either.
Maybe suggest it to the owner? He deserves to know that what you have reported here is effecting some people's travel plans and will hurt his business.
I know how horrible it can be not to have staff who smile and say hello so i'm glad to hear things have improved for you.
