As the owner of a couple of motorbikes ( well i paid for them, they are in a locals name )I can tell you the cost of a decent secondhand bike is not cheap.
A 3 year old Yamaha Mio sells for around 8.5 to 10 million and you can buy a new one for 11,700,000 rp.
Reason is the locals pay the bikes on credit and therefore after they have paid it out it , they owe them around 19,000,000 so therefore the secondhand price is attractive.
As a westerner who can pay cash then you are better off going new.
Secondhand ones around 5 million are piles of rubbish, usually ex rentals and near dead...
cheers
