Well for what it's worth you would be hard pressed getting a hair cut for .80c or even $4.20 in Australia. Mens haircuts are now around $25.00 or 175,000Rp (converted @ 7,000Rp)in Australia.
I don't agree with discrimination and it is very much frowned upon in Australia now but in Bali that has always been the same. Don't forget there has always been a price for Australian tourist and a much more expensive price for the Japanese tourist. Why is this so, the Japanese do not usually barter so they pay whatever the inflated price is (not really fare is it) but then that's life.
