I've no doubt that all the things you warn about exist to some degree but I dont think that governments can legislate for honest citizens.
Governments can(ideally) legislate for decent health systems, dignified jobs that are fairly renumerated, equal access to good quality education systems, responsible ways of caring for the environment and the inclusion of people most affected by decisions in the decision-making process itself.Maybe this would help encourage the human potential for honesty?
Ordinary Balinese people have none or little of this so what amazes me is that there isn't more "attitude" and dishonesty than there is.
In the meantime what we can expect perhaps is... well, just what can be expected when there's an interface between systemic poverty and first-world privilege-its messy.Just my thoughts.
