I had my $325 hanging fish scales confiscated from carry-on luggage because it 'could have been used as a weapon' (the hook was blunter than an old pencil, and then they gave us metal four-pronged forks onboard to eat our food!!!)
However, I have now bought a SALTER Digital Luggage Scale that is a handle with a digital readout screen that has a click-close loop strap attached. You use it to weigh bags for travelling and I figure it will pay for itself in no time with being sure about how much luggage I really have to bring back weight-wise. Just google "SALTER Digital Luggage Scale" and you will find a pix of one - they are silvery-grey.
