The problem is that the Investors in Bali are not the same people who make the laws; this latter group, of a diferent slant, so to speak, use Religion to shatter the hopes of making a profit, although they know it will consign Indonesia back to a Third World country instead a of a Developing country.
What next? Maybe a 500% tax on wearing thongs (jandals to you Rangi) within a Kilometer of Govt' offices. How about banning Coca Cola or putting a 1000% tax on it? C.C. is rumoured to be a Jewish concern whereas Pepsi is not.
