the hotels and the local agents has a contract rate the hotels offer very competitive prices to the agents and the agents can sell as higest prices as they want but not more then the hotel publish rate. so the hotels get support from the agent and the agents helping the hotels marketing with benefit from the room sold out on their profit selling
so the hotels and the agent has a good relation and beneficial to boths side, between the local agents and overseas agents i don't know how the local agents looking for the profit, but i think depend to theirt agreement or regulation
