Yes if they have income they do have to pay.
A family member was awarded criminal injuries compensation, which the government paid in full.
The offender didn't have assets but on release from jail had to repay the government a weekly amount. It doesn't matter if he receives a government benefit or earns a salary, he has to repay it.
Was compensation enough? No it wasn't but it helped.
