I can't imagine spending a full day there. I think we usually leave Legian around 4pm from memory. It's about half an hour drive to get there, an hour or so wandering through the market, then we find a table to sit at and have a few drinks while waiting for the sun set. Then once the sun is down we find our driver and head back to town for dinner.

If the tide is low you can walk across to the temple - but not enter it. I'd say you could spend a couple hours checking the place out but then there wouldn't be much more to see aside from sunset. Add extra time if you stay for a meal.

The markets are open every day and there's usually a few things you won't find at the Kuta/Legian markets and shops, as well as much more of the same.
