Well of course Indonesia asked first. KRUDD hardly rocked up to Indonesia and said to the big B "by the way B, we'd like to lend you a billion dollars if you need it".
Indonesia requested help. Australia offered help by extending up to a one billion dollar loan if they need it. That is an offer.
