Normally the taxi drivers will offer to take you around. If you are happy with the taxi driver you can negotiate a fee say Rp 400,000 for six hours. Tell him the things you want to see and he will take you there and wait around for you to finish. The taxis are air conditioned and will carry your shopping.
I have stayed at the Jayakarta Hotel and Residence. They also have a shuttle bus which will take you in to Kuta, for example Kuta Square where there is the Matahari Department Store. The bus has a fixed schedule, so if their timing is not convenient, take a taxi.
There is a small shop at the Jayakarta Hotel and Residence which will sell you stamps and drinks etc.
