A privately owned one bedroom flat in the Residence portion of the Jayakarta Hotel and Residence in Legian satisfies some of your criteria. The flats are in four storey blocks, so they are not ground level. My one bedroom flat had two DVD players and TVs. There was also a swim up bar.
