I have stayed at the Green Garden Hotel many times and I think it would suit all your needs.
The staff are great and it is very quiet.
It has a great location and is 5 min walk to Discovery Mall, Kuta Square and the beach. You can also get the hotel bus, at any time, from the hotel to the Green Garden Resort which is oppisite the beach.
Also recommend the Bali Garden but depending on your room can be noisy at times from the street and being a family style hotel kids seem to be able to run riot with very little supervision which can spoil a great holiday..
