I was in a similar situation to you in Christmas 2006. The hotels were quoting per person high season rates, additional taxes, surcharges, compulsory dinners etc etc.
I ended up staying in a privately owned flat in the residence portion of the Jayakarta Hotel and Residence in Legian.
