most of the travel insurance companies that have the cheapest deals don't offer civil unrest insurance because they concerntrate on medical component where they may have to pay out small amounts to one or two people on a plane load e.g. purchase on line with a Jet* booking. What they have to pay on an entire plane load for civil unrest is beyond them. There is insurance though that frequent flyers take out that covers civil unrest but usually it is for a year and if you fly about 4 trips to Asia the cost works out much the same as four separate basic tourist covers.
