Yes this is correct. A person meets you and has a sign with your name on it when you land and takes you through to the lounge area. They takes passport and VOA and baggage tags. Takes about 15 mins and they are back with stamped passport and walks you through immigration and out to the baggage area where someone is waiting with your luggage. They then walk you through customs and out to where people waiting to pick up are or taxi rank. I think he can arrange transport out there as well if you dont have any.
