I've sent mail as registered mail at least a dozen times from Australia to Bali, and also Bali to Australia. It has come through each time with no problems. It costs a little bit more but it is worth it.
When it is registered, the person it is sent to has to sign for it and it is traceable. Much less likely to be opened/rifled through, and if the address is incorrect it will be returned to you.

One of the difficulties with mail delivery in Bali is that people don't have letter boxes - so if you are able to send the parcel via a business (e.g. hotel) it makes it more likely to turn up.
