I never said they gave them 7 million but they were instrumental in the clinic therefore one would expect some of the usual frig around with paying is somewhat minimised and this poor guy can get a go. The clinic is managed by the GOI and JF Foundation who assisted in getting the money to build it and equip - the 7 million. A google of "eye clinic bali" will give you this information including media from the Oz Gov website AusAID.
