I think you'll find that the exclusion for terrorism doesn't apply to the medical or luggage section of the policy, mainly it relates to cancellation or travel delay etc. I just checked the pds for Hbf in WA and it states that terrorism is excluded but that it doesn't apply to section a- medical or b luggage. Just check with the company you are insured with but i'd assume you would still be medically evacuated if you were injured in a terrorist attack.
