Not sure about other tours but yes, you can barter for Bali Hai when in Bali. We bartered/bargained/pleaded for a cheaper price (not really pleaded, actually it was very easy, we just asked....), bought the tickets at the little booth next to the Melasti Beach Resort in Legian, seaside.
