I was told on either my 1st or 2nd visit to Bali when bartering to start at 1/4 of price they are asking and not to go over half unless it is something you really, really want. So if they say 70,000Rp offer 15,000 & go from there but don't go over 35,000. Their starting price is usually disgustingly HIGH so your 1st offer should be just as disgustingly LOW.
This rule of thumb has done me very well for the 20 or so visits I have now had to Bali. One thing I found this time is there are quite a few Shops in the markets who give you set prices and don't barter. The ones we found like this were very good and the prices were very fare.
