As far as getting there we used Scoot Cruises (or also called Lembongan Island Fast Cruises). Go to www.scootcruises to check out details. There are cheaper ways of getting there, but they take longer, boats are older?? etc and we felt safer with these guys. Leaves from south end of Sanur.
As far as getting around the island you need to walk, or hire push bike or scooter. We did scooters (never ridden before) but I picked up very quickly and as there are no cars, it's fantastic!! There are two villages, Jungut Batu and Mushroom Bay. Both have accommodation. The only accommodation I can think of in that price range with ocean view, garden, hut type thing would be Coconuts, but I suggest you look at reviews and their website as some say place is getting too old. There are others, but not in that price range. If you want somewhere right on the beach, literally, that is really cheap, there is the Mainski in Jungut Batu. We saw their rooms and they have been refurbished with new bathrooms which looked really nice (very basic but new), but great location and has small infinity pool right on beach. Is near Lindas cafe and Ketut's (great food). Keep in mind most budget (and that price range on Lembongan is budget) have cold water showers only.
We visited the Mangroves, rode around the back of island to suspension bridge to Ceningan and went over and saw blow holes. Always some kid who will lead you there on his motorbike for a negotiable fee. Grab a map and do the full circle of the island (great ride, look out for cows). Literally only one way round. Takes a couple of hours. Make sure you do drinks at Dream beach, and also Sunsets Cafe (look out for sign on goat track on way to Dream Beach. Sunsets is a two storey building perched on a cliff in the middle of no where looking out over ocean to Sanur with cheap cold beer and food. And if you don't stay in Mushroom Bay, make sure you go have lunch somewhere there (Mushrooom Beach bungalows cheapest and nicest food we think). Anyways, hope all this helps. Can I come??
