Aus Post does advertise no fees, as has been said, but their rate is already lower than anyone else so the fees are definitely built in. They also have a minimum purchase of $200.

Thomas Cook also advertise no fees and offer a much lower rate.

Depending how many people you're paying VOA for, sometimes it's just cheaper to pay in AU$. I worked out on traveling solo and it was definitely cheaper (and easier) to pay in aussie dollars, even if you lose a dollar or so on the exchange rate. I've always found that the change I get in rupiah is pretty much spot on to what I was expecting.
