I've had two done in Bali and both times haggling was expected by them. Last trip at IBUD tattoo, a family went in at the same time as me. They didn't haggle and the young fella agreed to their first price of Rp2million for a tattoo that would take no more than half an hour to do. I waited till they walked out to discuss my design, which was quite basic and only took around 25 minutes to do. The first price given to me was 1million - I got it for 450K. The guy from the tattoo place was having a chuckle with me about the price he'd scored from the young guy who just left, who hadn't haggled at all. Score!
