Please look at the rules before making comment. How do you think all the left hand drive Corvettes/Mustangs/Camero etc get registered.
If it is over 20 years old it does not need a compliance plate and does not have to conform to current ADR's. Just need a personal import plate from DOTARS (which is supplied as part of the import proceedure)and a "machinery inspection" not roadworthy certificate (maybe both - depends on which state) from the relavent state authority to register. Most states require that the vehicle conforms to the ADR's that existed at the time of manufacture ie 1976.
If this vehicle was manufactured in Indonesia from imported Italian parts under license fron Vespa - you should have put on the forms in section 3 under "which country" Indonesia NOT Italy - that then gets around the need for an Italian VIN number.
This info relates to both bikes and cars - Bikes did not have compliance plates at all until about 1985 or later.
To answer the original question - you may have to provide proof of manufacture by Dan Motors.
