i would probably try half and half with half at the Padma and half at one of the others (that are next door to each other anyway).
Padma is in the heart of Legian where there is heaps of shopping and eating and is close to all the activity of Kuta and the superb upmarket shops and eating of Seminyak.
Nusa Dua (Westin and Laguna) is a quieter area where you are more likley to enjoy the resort and spend time on the beach.
