to get the + on most phones you just hold the zero rather than press it quickly. This gives you the + character.
this should get you "out of the country"
No need to dial 00 or 0011 (I think that's for dialing FROM Australia?
But if you have a Telkom XL simcard, you can dial the prefix 01000 then 61 then the number. 01000 gives you an international calling rate of less than Rp.1000 / minute. Other telco's might have different prefix codes.
