Not quite right there. All Australian aircraft operating in the Regular Public Transport (RPT) role require specific permission for each, and every one, of their specific flight segments. This is achieved after extensive testing and assessments by the regulator, in this case the Civil Aviation Safety Authority (CASA). When CASA is satisfied that the operator has reached the required standard they will issue an Air Operators Certificate (AOC), either an initial issue or a renewal/upgrade. The AOC gives detailed information on aircraft type, serial number, registration letters and places from which the airline is permitted to operate. The AOC also includes a lot of detail on almost every aspect needed to ensure an efficient operation. Without this document flight, of any kind, is not permitted. Foreign airlines also require specific permissions to fly into Australia. If you are interested check out the CASA website under the heading of Air Operators Manual.
Any delay in getting an airline up and running on time probably goes back to some gliche in the approval process.
