Hmmm 4 year olds...well from my experience they are always happy swimming and keep themselves amused for ages (with close supervision, of course).
Take him for a play on the beach and a splash in the surf...maybe a soccer ball at the beach.
Timezone in Discovery Plaza has some fun games that he would enjoy.
Of course waterbom park, get a cabanna in the kiddies area.
Any animal sightings are interesting for kids...perhaps the Safari Park, Bird Park, Bali Zoo etc.
Let him pick out his own cartoon dvd's, and he can watch them when it's time for a rest. You can use the dvd's as a treat each day to reward him.
I'm sure at his age he will just be amused by the pool or on the beach, playing a game etc.
