My dad took his recently and had a form he'd got from somewhere (no idea where, sorry that I'm not more help) that detailed all his medications. Your friend should just ask her doctor and he'll know what she needs. Basically it's a document that states what medication you have, why you need it, what dosage etc. You also need to keep the medications in their original packaging so it shows the label with the patient name etc.
But basically no, there's no issue taking Panadeine forte to Bali, provided you have the right paperwork.
