Security Scam

My wife and I were going through Security at Ngurah Rai on Friday morning. We were made to open both suitcases, each of which contained a litre bottle of spirits about 2/3 full. Staff wanted to confiscate the bottles because they had been opened. "Only sealed bottles can be taken on airplane" they told us. We said "B*ll*cks!" and that we had brought home unconsumed alcohol many times in the past. They persisted for a few minutes wanting to confiscate our booze. In the end I told them firmly that they were wrong but I would surrender the bottles if they provided me with their names and a receipt. Backdown time. They quickly produced a roll of masking tape and sealed the bottles and sent us on our way. The reason I believe this was a scam is the length of time it took them to remember that the bottles could be sealed with the tape. I wonder if anyone else come across this scam?
