are different for each airline. Qantas for example allows partially drunk alcohol in checkin baggage as long as it is sealed well. Jet* on the other hand will only allow if still in packaging purchased in which apparently includes unopened seals though they don't state whether open or unopened in their blurb but if one enquires back in Oz that is their line.
Pakcing you booze is not subject to law (though there are international laws re carriage of alcohol by percentages) as such but to the airline and what they are prepared to carry.
