I think that at every hotel you run the risk of overbooking,simply because the wholesalers block book x amount of rooms and dont release any unsold ones back to the hotel till very shortly before they have to confirm guests names to the hotel and knowing that they quite often get rooms "back" they take bookings themselves so when or if there is no rooms "handed back" they are then double booked.
I dont think it is a policy to deliberately overbook on any hotels part.
