Skimming cards is happen everywhere, I use PayPal for most of accommodation before live to Bali.
But in Bali u use cards anytime, just keep record of speeding.
Money changers better price is in Bali just keep couple of dolars for porters at airport they carry yours bag anyway you want or not. Usually rate is 1000 rupee per 1.
