Hi Di, most kids club have a minimum age of 4, you can hire a babysitter to take children younger than that to the kids club.
we usually stay at the Dynasty which is in South Kuta. They have excellent babysitters at about $4 - $5 per hour (min of 2 hours). I know at the dynasty that they have asked to see the passports if they think the child is under 4 years old.
When my youngest was younger than 4 (and she was desperate to go to the kids club) I have hired a babysitter to take her to the kids club, which i would def recommdend as most kids clubs do have a pool attached.
This next trip the dynasty was fully booked for some of our dates so so are trying the patra for the 1st time for some of our trip and they also are supposed to have a good kids club.
Not many hotels in the Kuta/Legian/seminayk area have kids clubs, but quite a few in the South kuta area + Nusa Dua + Jimbayran areas have them
