i think if you went to the bounty or Paddy's on any given night (especially school holidays) you will find that there are plenty of 16 year olds around!!!
I was at the bounty once and there was a couple who had their 5 year old boy dancing up on the stage .. it was early in the night though and not that crowded.
I feel much safer in the bars in Bali than I do at many in Sydney!
