Vietnam is still a communist country and tourism there is very new.
And to be fair on them their processing is so much quicker than Indonesia as they have multiple processing desks - just like Singapore,Thailand and Malaysia.
Way back in the 70's you had to get a visa before you left to visit Indonesia and later they sensibly brought themselves into line with other countries in the region and changed to automatic entry.
The VOA system is just Indonesia shooting itself in the foot - again.
Why cut the time (read money) down to half and make it difficult when your competition makes it easy?
You only have to look at the visitor arrival graph of these countries to see how far Indonesia has fallen behind.
