The biggest issue is food handling practices.
Put it this way if one was to wash the lettuce in tap water - this is minimal compared to someone who does not wash / sanitise their hands after going to the toilet, picking their nose, smoking a ciggy and scratching their head. :-)) Let alone temp control, sanitising work services and kitchen prep areas/utensils equipment etc.
