Do bring in a lawyer and sue the owner/company. A lose carpet is pure slackness and negligence and an offense as such. Maybe the insurance company that your mother has her insurance with can help with a good claim. At least I hope she has a proper insurance.
If this had happened in the US I am sure there would have been millions of US Dollars in compensation.
But, of course, this is Bali and anything goes as quite a lot of visitors let it pass. Unfortunately. I wish your mother is different in that aspect.
Indeed a very sad way end to a holiday. Hopefully your mother will have a total recovery and have no trauma revisiting Bali.
