It seems pretty hit and miss. I've had the occasional letter make it through but most went missing. Even greeting cards in unsealed envelopes never made it through. In the end I had to resort to sending postcards to keep in touch with a friend, back in the days before he got a mobile phone. Luckily now we just text to keep in touch. Of course that doesn't help if you went to send something in an envelope, but there's a good chance they won't get that anyway.
