VOA is as it says, visa on arrival (in Bali).
You can pay for your visa from the Indo Embassy but it costs more.
You pay for your visa on entry to any Indonesian port.
Its currently us$25, can be paid in US $ or any other currency or credit card.
You pay visa entry to many countries and you often have to apply to the embassy of the country your plan to visit, before you travel. You often have to provide your passport to the embassy and pay your fee up front.
Its easy with Indonesia.
